The idea. A positional number system with base b provides exactly b distinct digit symbols, representing the values 0, 1, ..., b-1; every place value is a power of b. The rule works in reverse too: if you are told how many symbols a system has, that count IS its base.
Applying it to X:
Number of symbols in X = B
=> base of X = B
=> digits of X represent 0 to (B-1)
=> place values in X are B^0, B^1, B^2, ... (and B^-1, B^-2, ... after the point)
