Boron in BF3 is electron-deficient (empty orbital), so BF3 accepts an electron pair and acts as a Lewis acid.

A Lewis acid is a species that can accept a pair of electrons.

In BF3, boron (electronic configuration 2,3) forms three B-F sigma bonds using three electrons, so it is surrounded by only 6 electrons - an incomplete octet. Boron therefore has a vacant 2p orbital.
