The mirror lies in the x-y plane, so the normal to the mirror is along the z-axis. Since the z-axis itself lies within the y-z plane, and the incident ray is also confined to the y-z plane (given), the incident ray direction and the normal together define the plane of incidence as the y-z plane.
The law of reflection states that the incident ray, the normal at the point of incidence, and the reflected ray are always coplanar — all three lie in the plane of incidence.
