Surface tension is the inward-pulling force per unit length at a liquid's surface that minimizes its surface area.

Molecules within the bulk of a liquid are attracted equally in all directions by surrounding molecules, so the net force on them is zero. Molecules at the surface, however, have neighbours only on the sides and below (not above, where there is vapour/air), so they experience a net downward/inward force. This causes the surface to contract to the smallest possible area and to behave like a stretched elastic skin.
