Raindrops are spherical because surface tension pulls the liquid surface into the shape with the least possible surface area for a given volume — a sphere.

Surface tension causes the free surface of a liquid to behave like a stretched elastic membrane, always trying to contract to the smallest possible surface area (since a smaller surface area means lower surface energy, and systems tend toward minimum potential energy).

Among all three-dimensional shapes that enclose a given fixed volume, the sphere has the least surface area. A small raindrop, free of other significant forces (its own weight and air resistance are relatively small at this scale compared to surface tension for a small drop), therefore naturally settles into a spherical shape under the action of surface tension alone.
