Steel is more elastic than rubber because it has a much larger Young's modulus, meaning it strongly resists deformation.

A material is called more elastic if, for the same applied stress, it undergoes a smaller strain (deformation) — equivalently, if its Young's modulus Y=stress/strainY = \text{stress}/\text{strain} is larger.

For the same stress applied to equal-sized rods of steel and rubber, the strain (elongation) produced in the steel rod is much smaller than in the rubber rod — steel strongly resists the deforming force and springs back precisely to its original shape once the force is removed, while rubber stretches easily under a much smaller force.
