The process of controlling has five steps: setting standards, measuring actual performance, comparing it with standards, analysing deviations, and taking corrective action.

Controlling is the function of ensuring that activities conform to plans. It is carried out through the following steps:

  1. Setting performance standards — standards are the targets against which actual performance will be checked. They should be clear and, wherever possible, measurable (in terms of cost, revenue, units, time, etc.), though qualitative standards (like goodwill) are also set.

  2. Measuring actual performance — the actual performance is measured in an objective and reliable way, using methods such as personal observation, reports, and sample checking. Where possible it is measured in the same units as the standards.

  3. Comparing actual performance with standards — the measured performance is compared with the set standards to find out the extent of deviation (the difference between the two).

  4. Analysing deviations — not every deviation is important, so managers use the critical point control and management by exception approach: they concentrate only on significant deviations in key areas and find out their causes.
