A gene library is a complete collection of cloned DNA fragments (each carried in a vector inside host cells) that together represent the whole genome (genomic library) or all the mRNAs (cDNA library) of an organism.

A gene (or DNA) library is prepared by cutting the entire DNA of an organism into fragments, inserting each fragment into a suitable vector (plasmid, phage, etc.), and introducing these recombinant vectors into host cells (usually bacteria). Each host cell carries a different DNA fragment; the whole collection of such clones together contains all the genes of the organism.
