Alcohols dissolve in water because their -OH group hydrogen-bonds with water; non-polar alkanes cannot, so alcohols are much more soluble.

Solubility in water (a polar, hydrogen-bonded solvent) depends mainly on whether the solute can interact with water through hydrogen bonding and dipole interactions ('like dissolves like').

Alcohols: the hydroxyl group (-OH) is strongly polar and has both a hydrogen that can donate a hydrogen bond and an oxygen with lone pairs that can accept one. So alcohol molecules form hydrogen bonds with water molecules:

R-O-H ... O(H)-H

These new O-H...O hydrogen bonds release energy and allow the alcohol to mix with water. Lower alcohols (methanol, ethanol) are therefore completely miscible with water.
