Concentrated nitric acid is a strong oxidising agent. When it comes in contact with aluminium, it oxidises the metal surface to form a very thin, continuous and non-porous layer of aluminium oxide (Al2O3). This oxide film sticks firmly to the metal and prevents the acid from reaching the underlying metal, so further reaction stops. The metal is said to become 'passive' (passivation).
