The energy barrier is the potential-energy 'hill' (activation energy) reactants must climb over via an unstable activated complex before they can turn into products.

According to the collision theory of reaction rates, not every collision between reactant molecules leads to a reaction — only those with sufficient energy and proper orientation ('effective collisions') do.

As reactant molecules approach each other during a collision, bonds begin to break and new bonds begin to form. At some intermediate point, the system passes through a high-energy, unstable configuration called the activated complex (transition state), whose energy is higher than both the reactants and the products.

This difference in energy between the reactants and the activated complex is called the energy barrier or activation energy (EaE_a). Only those molecules whose kinetic energy is equal to or greater than this threshold energy can successfully cross the barrier and be converted to products; collisions with lower energy simply bounce apart unreacted.
