Primary market = the market for new, first-time issues of securities.

The primary market, also known as the new-issue market, is that part of the capital market in which securities are issued for the first time. Here a company raises fresh capital directly from investors by issuing new shares or debentures, and the money collected goes to the issuing company. The common methods of floating new issues are: public issue (offer to the general public through a prospectus, i.e., an IPO or FPO), rights issue (offer to existing shareholders), private placement (sale to selected institutions/individuals), and offer for sale (through intermediaries).
