"How to produce" is about choosing the production technique; "for whom to produce" is about how output is distributed among people in the economy.

Because resources (land, labour, capital, entrepreneurship) are scarce relative to unlimited human wants, every economy — whatever its type (capitalist, socialist, or mixed) — must resolve a set of central problems. Two of them:

  1. How to produce? This is the problem of CHOICE OF TECHNIQUE. For any given good, there is usually more than one way to combine factors of production to produce it — e.g., a labour-intensive technique (using relatively more labour and less capital/machinery) or a capital-intensive technique (using relatively more machinery and less labour). The economy must decide which technique to use for each good, typically guided by the relative availability and cost of factors (a labour-abundant economy tends to favour labour-intensive techniques, and vice versa) — the goal is to produce the chosen output using resources as efficiently as possible.
