Electric field magnitude is inversely proportional to the spacing between equipotential surfaces of equal potential difference — the closer the surfaces, the stronger the field, so the field is greatest where the spacing is smallest.

The electric field is related to the potential by

E=−dVdrE = -\dfrac{dV}{dr}

where drdr is the perpendicular distance between two nearby equipotential surfaces differing by potential dVdV.

Since all the surfaces shown differ by the same 15 V step (60 V, 45 V, 30 V, 15 V), a region where the surfaces are drawn closer together corresponds to a larger dV/drdV/dr, i.e. a stronger field; a region where they are drawn farther apart corresponds to a weaker field.
