Surface tension arises from the net inward cohesive pull on molecules at a liquid's surface. As temperature rises, molecules gain kinetic energy and move farther apart on average, weakening the intermolecular cohesive forces. So for essentially every liquid, surface tension falls as temperature increases.
Applying this to soup: hot soup has a LOWER surface tension than cold soup. A liquid with lower surface tension spreads more easily and wets a surface (like the tongue) more completely, bringing it into contact with more taste buds -- which is why hot soup is generally perceived to taste better/stronger than the same soup cold.
