A horizontal distance-time graph means distance is constant, so slope = speed = 0 at every instant, including after 2 hours.

Speed at any instant equals the slope of the distance-time graph, i.e. Speed = Delta(distance)/Delta(time).

From the graph, the distance stays at 50 km throughout the shown interval (t = 0 to 3 h) -- the line is horizontal. So between t = 0 and t = 2 h (or any two times), Delta(distance) = 50 km - 50 km = 0 km.
