Valence Bond Theory explains magnetism from the number of unpaired d-electrons left after hybridisation; Cr³⁺ simply has no way to pair its 3 d-electrons, while CN⁻ forces Ni²⁺'s d-electrons to pair up.

[Cr(NH3)6]³⁺: Chromium here is in the +3 state, so its configuration is Cr³⁺ = [Ar] 3d³ — three electrons in five d-orbitals, and since Hund's rule fills each of the three lowest-energy d-orbitals singly before any pairing, all 3 electrons are unpaired regardless of what the ligands do (there simply aren't enough electrons to force pairing with only 3 electrons in 5 orbitals). The complex uses two empty 3d orbitals plus 4s and three 4p orbitals for d²sp³ (inner-orbital) hybridisation, forming an octahedral shape, while the 3 unpaired 3d electrons remain untouched — giving the ion its paramagnetism.
