Polar molecules already have a built-in dipole moment; non-polar molecules develop one only when an external field is applied.

Polar dielectrics: Made of molecules in which the centre of positive charge does not coincide with the centre of negative charge, even in the absence of any external field — the molecule has an intrinsic (permanent) dipole moment due to its asymmetric shape (e.g. water H₂O, HCl, NH₃, alcohol). In the absence of a field, these permanent dipoles are randomly oriented due to thermal motion, so the net dipole moment of the material is zero; on applying an external field, the dipoles tend to align along the field.
