** The Government of India defines small-scale (now "small" under the MSME classification) industries primarily on the basis of investment in plant and machinery/equipment, combined since 2020 with an annual turnover ceiling.

Historically, under the Industries (Development and Regulation) Act framework, a small-scale industrial undertaking was defined as one in which the investment in plant and machinery (original cost, excluding land and building) did not exceed a prescribed limit — last fixed at ₹1 crore — regardless of the number of persons employed; a small-scale service undertaking carried a separate, lower ceiling.

This definition has since been subsumed into the broader Micro, Small and Medium Enterprises (MSME) classification under the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006, which was revised with effect from 1 July 2020 to use a composite criterion of investment and turnover, and to apply uniformly to both manufacturing and service enterprises:
