A salt formed by neutralising an acid with a base will hydrolyse in water if either the acid or the base (or both) was 'weak', because the conjugate ion of the weak component reacts with water:
NaCl — formed from HCl (strong acid) and NaOH (strong base). Neither Na+ nor Cl- hydrolyses appreciably in water. -> Neutral solution (pH = 7).
NaCN — formed from HCN (weak acid) and NaOH (strong base). The CN- ion is the conjugate base of a weak acid, so it hydrolyses: CN- + H2O <=> HCN + OH-, releasing OH- ions. -> Basic solution (pH > 7).
