Rest and motion are relative concepts; a body's state depends entirely on the frame of reference from which it is observed.

A body is said to be at rest if its position does not change with time relative to a chosen reference point (frame of reference), and in motion if its position does change with time relative to that frame. Since different observers can choose different frames of reference, the same body can be at rest with respect to one frame and in motion with respect to another, simultaneously.

Example: Consider a passenger sitting still inside a moving train.

  • Relative to the train itself (and to a co-passenger), the person's position does not change — the person is at REST.
  • Relative to a person standing on the platform (ground frame), the position of the passenger is continuously changing as the train moves — the person is in MOTION. …
