Two lines are parallel exactly when their direction ratios are proportional to each other.

If a line has direction ratios a1,b1,c1a_1, b_1, c_1 and another line has direction ratios a2,b2,c2a_2, b_2, c_2, the two lines are parallel if and only if their direction vectors point in the same (or opposite) direction, i.e. one direction vector is a scalar multiple of the other:

a1a2=b1b2=c1c2\frac{a_1}{a_2} = \frac{b_1}{b_2} = \frac{c_1}{c_2}
