Newton's second law (F = ma) is quantitative and can be used to derive both the first law (F=0 implies a=0, i.e. no change in state of rest/motion) and, combined with momentum conservation, the third law -- so it is regarded as the fundamental, 'real' law of motion.

Newton's first law is qualitative: it defines force as whatever changes the state of rest or uniform motion, but gives no way to measure force.

Newton's second law, F = dp/dt = ma, gives an exact, measurable relationship between the net force on a body, its mass, and its acceleration. It is the only one of the three that lets us actually calculate motion given the forces (or vice versa).
