Charge conservation says the net charge of an isolated system never changes; charge quantization says any charge is built from whole-number multiples of the electronic charge e - it can never take a fractional value.

Principle of conservation of electric charge: In any physical process occurring within an isolated system, the total electric charge (the algebraic sum of positive and negative charges) remains constant. Charge is never created or destroyed from nothing - it can only be transferred from one part of the system to another, for instance when two bodies are rubbed together and one gains electrons (becomes negative) while the other loses an equal number (becomes positive), the total charge of the two bodies together stays the same as before.
