The main areas liberalised in 1991 were the industrial sector, financial sector, tax system, foreign exchange market, and trade & investment policy.

  1. Industrial sector reforms: Industrial licensing was abolished for almost all industries (except a few like defence and hazardous ones). The number of industries reserved for the public sector was drastically reduced, and price controls on many goods were removed. This gave freedom to private enterprise.

  2. Financial sector reforms: The role of the RBI changed from a strict regulator to a facilitator. Private and foreign banks were allowed, Foreign Institutional Investors (FIIs) were permitted to invest, and banks were given more freedom in day-to-day operations while the RBI retained overall supervision.

  3. Tax reforms (fiscal reforms): Direct taxes (on income) were reduced to encourage saving and honest disclosure of income; indirect taxes were simplified and made more uniform; and tax procedures were made simpler.
