In developed countries the government is a mature regulator-provider and households are high-income savers/suppliers of skilled labour; in developing countries the government must actively drive development while households have lower incomes, savings and skills.

Government (State) sector:

  • In developed countries the government mainly regulates the economy, provides public goods and social security, and corrects market failures; markets are already well developed, so its role is more of stabilisation and welfare.
  • In developing countries the government has to take a much more active developmental role - building infrastructure, encouraging investment, providing basic education and health, and directly participating in production - because private enterprise and markets are not yet strong enough.

Household sector:

  • In developed countries households have high incomes, high savings, and supply skilled and educated labour; they are a strong source of consumption demand and of funds for investment. …
