The government developed institutional rural credit through cooperatives, nationalised commercial banks, RRBs, NABARD (1982), and SHG-microfinance/Kisan Credit Cards, to replace exploitative moneylenders — with mixed but generally positive results.

Before Independence, rural credit was dominated by moneylenders who charged very high interest and often trapped farmers in debt. To improve rural credit, the government initiated several measures.
