Both effects are direct consequences of surface tension, which always acts to make a liquid surface contract to the smallest possible area for the given volume/constraints.

(a) A liquid surface behaves like a stretched elastic membrane due to surface tension — molecules at the surface experience a net inward pull because they have neighbouring molecules only on the inner side, which makes the surface tend to contract to the smallest possible area. For a given volume, the geometric shape with the least surface area is a sphere. So, when no external force (such as gravity or contact with a surface) acts on a liquid drop, surface tension alone shapes it into a sphere, since this minimizes its surface energy (surface energy = surface tension × surface area).
