Liberalisation (1991 reforms) removed unnecessary government controls — abolishing licensing for most industries, freeing price-fixing, cutting tax rates and controls, simplifying import/export procedures, and easing the inflow of foreign capital and technology.

In the Kerala Plus Two (DHSE) Commerce "Business Environment" chapter, liberalisation was introduced in 1991 to end the "licence-permit-quota raj" and give business greater freedom. The important measures taken as part of liberalisation include:

  1. Abolition of industrial licensing — the requirement of a licence to start most industries was abolished, except for a few (like defence, atomic energy, tobacco).
  2. Freedom in fixing prices — many controls on the prices of goods and services were removed, allowing prices to be decided by market forces.
  3. Reduction of tax rates and removal of unnecessary controls — corporate and other tax rates were lowered and many restrictive rules were withdrawn.
