Imagine you are watching a factory floor a hundred years ago. Workers move at their own pace, using their own methods, often stopping to ask the foreman what to do next. The owner is frustrated — output is low, costs are high, and no one can say exactly how long a job should take. Into this chaos steps an American engineer named Frederick Winslow Taylor. His idea was radical: treat factory work like a science, not a guessing game.
That is the core of Scientific Management. It is the systematic study of work to find the "one best way" to do a job, then training workers to follow that method exactly. Taylor believed that both workers and managers were wasting effort — workers through "soldiering" (deliberately working slowly) and managers through rule-of-thumb decisions. His solution was to replace intuition with measurement.
What does it mean in practice?
Taylor broke every task into tiny, measurable steps. He used a stopwatch to time each motion — lifting, turning, placing — and eliminated any movement that did not add value. The result was a standardised procedure for every job. For example, instead of letting each worker decide how to shovel coal, Taylor calculated the optimal shovel load (about 21 pounds) and designed different shovels for different materials. Workers no longer thought; they simply executed the prescribed motion.
Scientific Management is not about working harder. It is about working smarter by removing wasted motion and standardising the best method. Taylor claimed this would raise output without exhausting workers — a promise that often clashed with reality.
The four principles (NCERT core)
The NCERT textbook lists four foundational principles of Scientific Management:
- Science, not Rule of Thumb: Every job should be studied scientifically to find the most efficient method. No more relying on tradition or guesswork.
- Harmony, not Discord: Workers and managers must cooperate. Taylor believed that if both sides focused on increasing the "pie" (productivity), conflict over wages would shrink.
- Cooperation, not Individualism: All work should be planned and coordinated by managers. Workers do not decide how to work; they just follow the plan.
- Development of Each Worker to His Greatest Efficiency and Prosperity: Workers should be scientifically selected, trained, and given the right tools. The goal is to match the person to the job, not force the job to fit the person.

He was of the view that the concern for efficiency could be built in right from the process of employee selection. Each person should be scientifically selected. The work assigned should suit her/his capabilities. To increase efficiency, they should be given the required training.’ The principle of scientific management discussed above is : (A) Science, not Rule of Thumb (B) Harmony, Not Discord (C) Cooperation, Not Individualism (D) Development of Each and Every Person to His or Her Greatest Efficiency and Prosperity.

The principle discussed is the 'Development of Each and Every Person to His or Her Greatest Efficiency and Prosperity,' which focuses on scientific selection, training, and matching work to individual capabilities.
Frederick Winslow Taylor, often regarded as the father of Scientific Management, revolutionized industrial thinking by proposing a systematic approach to management. His core belief was that efficiency in production could be significantly improved by applying scientific methods to work processes, rather than relying on traditional 'rule of thumb' methods. Taylor's principles aimed to optimize both human and machine effort, leading to greater productivity and prosperity for both employers and employees.
The given statement highlights a crucial aspect of Taylor's philosophy: the importance of human resources in achieving industrial efficiency. It emphasizes that efficiency isn't just about machines or processes, but fundamentally about the people performing the work. Taylor believed that for an organization to be truly efficient, it must ensure that its workforce is competent and appropriately utilized.
Let's examine the principles of Scientific Management to identify the one discussed:
-
Science, not Rule of Thumb: This principle advocates for replacing traditional, intuitive methods of work with methods developed through scientific study and analysis. It involves conducting time and motion studies to determine the most efficient way to perform a task. While foundational to Taylor's work, this principle primarily focuses on the method of work, not directly on individual personnel development.
-
Harmony, Not Discord: This principle stresses the importance of cooperation between management and workers. Taylor believed that both parties have a common interest in increasing productivity and that conflicts should be avoided through mutual understanding and a positive work environment. This principle addresses the relationship dynamics, not the individual's skill development.
-
Cooperation, Not Individualism: This is an extension of 'Harmony, Not Discord.' It emphasizes that all work should be carried out with mutual cooperation and understanding between workers and management, rather than individuals working in isolation or competition. It promotes teamwork and collective effort over individualistic approaches. Again, this focuses on collaboration, not individual selection and training.
-
Development of Each and Every Person to His or Her Greatest Efficiency and Prosperity: This principle directly addresses the core idea presented in the statement. Taylor firmly believed that the efficiency of an organization is intrinsically linked to the efficiency of its employees. To achieve this, he proposed:
- Scientific Selection: Employees should be chosen based on their qualifications, aptitude, and physical capabilities, ensuring they are best suited for the tasks they will perform. This moves away from arbitrary hiring practices. …

This question asks you to match four techniques of scientific management — Method Study, Motion Study, Time Study, and Fatigue Study — with their correct definitions, and the right pairing is option (C).
Let’s first understand what each of these studies means, because the NCERT textbook presents them as distinct tools that Frederick Winslow Taylor proposed to replace rule-of-thumb methods with scientific ones. Each study focuses on a different aspect of work: the way a job is done, the movements involved, the time it takes, and the rest needed.
Method Study is about finding the one best way to perform a task. Taylor believed that for every job, there exists a single most efficient method — the one that wastes the least effort, time, and material. So method study aims to standardise that optimal procedure. That matches definition (iv): “It determines one best way of doing a job.”
Motion Study zooms in on the physical movements a worker makes — lifting, putting objects, sitting, changing positions, and so on. The goal is to eliminate unnecessary or wasteful motions, so that only the essential ones remain. This directly corresponds to definition (i): “It refers to the study of movements like lifting, putting objects, sitting and changing positions etc. which are undertaken while doing a typical job.”
Time Study is exactly what it sounds like: it measures how long a well-defined job takes under standard conditions. The purpose is to set a fair and precise standard time for each task, which then becomes the basis for wage payment and production planning. That is definition (iii): “It determines the standard time taken to perform a well defined job.” …
- CBSE 2025Set 66/4/11 markMCQQ.The study which refers to the study of movements which are undertaken while doing a typical job, is called : (A) Method study (B) Fatigue study (C) Motion study (D) Time study
›Reveal solutionSolution
Motion study examines the individual movements and actions a worker performs while completing a task, aiming to eliminate unnecessary motions and improve efficiency.
The question asks us to identify which type of study focuses specifically on the movements undertaken during a job. To understand this, we need to look at the scientific management techniques developed in the early twentieth century, particularly the pioneering work of Frank and Lillian Gilbreth.
When factories and businesses began applying scientific principles to work, they realized that efficiency could be improved not just by measuring how long a task took, but by analyzing how workers actually performed that task. What specific movements did they make? Were all those movements necessary? Could the sequence be improved?
Motion study is the systematic examination of the body movements, gestures, and physical actions a worker makes while performing a job. The Gilbreths broke down work into its smallest components—what they called "therbligs" (an anagram of Gilbreth)—such as reaching, grasping, positioning, and releasing. By filming workers and studying these micro-movements frame by frame, they could identify wasted effort: unnecessary bending, awkward reaches, redundant hand movements, or poor positioning of tools and materials.
The other options serve different purposes in work study:
- Method study is broader—it examines the entire way a job is done, including the sequence of operations, workplace layout, and tools used, to find the best method overall.
- Time study measures how long a task takes when performed at a standard pace, establishing time standards for planning and costing. …

This question tests your understanding of F.W. Taylor’s functional foremanship — a system where eight specialised foremen (including four in the planning room and four on the shop floor) each handle a single, distinct task. The correct matching is: Speed Boss → (iv), Gang Boss → (iii), Repair Boss → (i), Inspector → (ii).
To answer this, you need to step into the world of scientific management as envisioned by F.W. Taylor. Taylor believed that the traditional single foreman was overburdened — expected to be an expert in planning, machine maintenance, quality checking, and worker supervision all at once. That, he argued, was impossible. So he split the foreman’s role into eight specialised functions, with four of them located in the planning room and four on the shop floor. The four shop-floor foremen are the ones listed in Column-I: Speed Boss, Gang Boss, Repair Boss, and Inspector.
Let’s take each one in turn.
The Speed Boss is not about how fast a machine runs, but about how fast and accurately the job gets done. His job is to ensure that the work is completed within the set time and to the required standard. He watches the pace of production and makes sure there are no delays. That matches with Column-II (iv): “To ensure timely and accurate completion of job.”
The Gang Boss is responsible for keeping the work area ready. He arranges for all the materials, machines, and tools that workers will need before they start their job. Think of him as the person who sets the stage so that the worker can begin without wasting time. That fits Column-II (iii): “To keep machines and tools, etc. ready for operation by workers.”
The Repair Boss is exactly what the name suggests — he looks after the condition of machines and tools. If a machine breaks down or a tool becomes faulty, he is the one who ensures it is repaired or replaced so that work can continue smoothly. So his function is Column-II (i): “To ensure proper working conditions of machines and tools.” …
