A passenger leans forward when a bus suddenly stops because of the inertia of motion of the upper body.

By Newton's first law, a body in motion tends to continue in that state of motion unless acted upon by an external force (inertia). When a moving bus suddenly brakes, the floor of the bus (and the passenger's feet, which are in contact with it through friction) decelerates rapidly along with the bus. However, the upper part of the passenger's body is not rigidly attached to the bus and has no force acting on it to decelerate it as quickly — by inertia, it continues moving forward at close to the bus's original speed for a moment.
