Blood pressure is higher at the feet than the brain because of the hydrostatic pressure added by the height of blood above the feet, per P = P0 + rhogh.

Blood circulates through the body as a connected fluid column driven by the heart. Like any fluid in a container under gravity, the pressure at a point in this column depends on its depth below a reference level, following P = P0 + rhogh, where h is the height of fluid above that point.

The feet are located well below the heart, so the height of the blood column above the feet (from the heart down to the feet) is large, adding a substantial hydrostatic pressure term rhogh.
