Public goods are non-excludable and non-rival, so the free-rider problem makes private supply impossible — the government must provide them.

Public goods such as national defence, public roads, street lighting and flood control must be provided by the government because of their special characteristics:

  1. Non-excludability – once provided, no one can be excluded from enjoying the good, even if they do not pay. This creates the free-rider problem: people benefit without paying, so a private firm cannot collect revenue and would suffer losses. Hence private producers will not provide them.
