One major difficulty in constructing an index number is choosing a suitable base year.

An index number compares the level of a variable (prices, quantities, etc.) in a "current" period relative to a "base" period. The base year chosen must be a “normal” year — free from abnormal events such as war, famine, extreme inflation, or a pandemic — otherwise the resulting index will be misleading.
