Among I-, Br-, Cl- and F-, fluoride (F-) is the strongest conjugate base because HF is by far the weakest acid of the four hydrohalic acids.

For a conjugate acid-base pair, the stronger the acid, the weaker its conjugate base, and vice versa -- this is an inverse relationship.

Acid strength order for the hydrohalic acids (in water) is:

HI > HBr > HCl >> HF

This order arises mainly because bond dissociation enthalpy (H-X bond strength) increases sharply from HI to HF (the H-F bond is unusually strong due to the small size and high electronegativity of F, and HF also shows significant hydrogen bonding), making HF much harder to ionise than the other hydrohalic acids.
