Organising is a four-step process that converts an organisation's overall plans into a working structure — first breaking the total work into manageable jobs, then grouping similar jobs into departments, then assigning those jobs to specific individuals, and finally defining who reports to whom.

Organising is the process of defining the organisation's structure, and involves the following steps performed in sequence:

  1. Identification and division of work:

    Organising begins with the plans and goals of the enterprise. The total work required to achieve these goals is identified, and then divided into manageable jobs/activities, so that duplication is avoided and each job is of a reasonable, specialised size.

  2. Departmentalisation:

    Once work is divided into small, manageable units/jobs, similar and related jobs are grouped together into bigger units called departments (e.g. Production, Marketing, Finance), usually organised according to the functions performed or on some other suitable basis.

  3. Assignment of duties:

    After departments are formed, each individual working within a department is given a specific job/task matched to their qualifications, capabilities and interest. This fixes clear individual responsibility and ensures accountability for the completion of assigned tasks.

  4. Establishing reporting relationships:

    Simply allocating work is not enough — every individual must know from whom they will take orders and to whom they are accountable, i.e., their superior. Establishing these reporting relationships creates a clear hierarchy of authority-responsibility links, enabling coordination and helping the organisation function as a unified whole in pursuit of its goals.

Together, these four steps convert scattered work and people into a deliberately designed structure capable of achieving the organisation's desired goals efficiently.
