Staffing deals specifically with getting the right people into the right jobs (the 'acquisition' side of manpower), while Human Resource Management is the broader managerial function encompassing staffing plus everything that happens to an employee afterward — training, performance appraisal, compensation, welfare and separation.

Staffing, as a management function, is primarily concerned with the manpower aspect of an organisation: estimating manpower requirements, recruiting and selecting the right candidates, training and developing them, appraising performance, and deciding on promotions/compensation/transfer for the positions in the organisation structure.

Human Resource Management (HRM) is a broader managerial discipline whose objective is to make the optimum use of an organisation's human resources, and to develop in individuals a sense of teamwork with other departments. HRM encompasses the entire employee lifecycle:

  • Manpower planning, recruitment and selection (= Staffing)
  • Training and development
  • Performance appraisal and career planning
  • Compensation and employee welfare
  • Industrial/labour relations
  • Health and safety of employees

The relationship: Staffing is essentially the core/operative part of HRM — it corresponds to the recruitment-to-placement stage. HRM is the wider, strategic umbrella under which staffing is just one (very important) component, alongside the ongoing development, motivation, compensation and welfare of employees after they have joined. In other words, every staffing activity is an HRM activity, but HRM activities extend well beyond staffing.
