Economic reforms deregulated and opened up industry to competition and investment, while agriculture underwent slower, more uneven structural change with reduced initial public investment and greater exposure to global markets.

Changes in Industry: The New Industrial Policy (1991) abolished licensing requirements for most industries, reduced the list of industries reserved for the public sector, raised limits on foreign equity participation, and removed many restrictions under the MRTP Act. This exposed Indian industry to domestic and international competition, encouraged private investment (including FDI), and gradually improved industrial efficiency and competitiveness, although some domestic industries initially struggled against cheaper imports.

Changes in Agriculture: Agriculture's share in GDP continued its long-term decline relative to industry and services. In the initial post-reform years, public investment in agriculture (irrigation, rural infrastructure) slowed even as input subsidies rose. Trade liberalisation (reduced tariffs, removal of quantitative restrictions) exposed Indian farmers to volatile global agricultural prices and competition from subsidised foreign produce. There was also a gradual shift towards commercial/export-oriented crops. However, agriculture's growth rate remained relatively slower than industry and services, and the sector continued to employ a disproportionately large share of the workforce relative to its shrinking share of output -- a structural imbalance that reforms did not fully resolve.
