Whether a disaccharide reduces Tollens'/Fehling's reagent depends on whether a free anomeric (reducing) −OH-OH is left after the glycosidic bond forms — sucrose has none, maltose has one.

Sucrose is formed from glucose and fructose joined through a glycosidic bond between C1C_1 of glucose and C2C_2 of fructose — i.e. both anomeric carbons (the ones capable of opening to a free aldehyde/keto group) are tied up in the bond.
