NH3 has a higher dipole moment than NF3 because the lone pair on N reinforces the bond dipoles in NH3 but opposes them in NF3.

Both NH3 and NF3 are pyramidal molecules with a lone pair on nitrogen, so both have a net dipole moment — but their magnitudes differ a lot.

In NH3: nitrogen is more electronegative than hydrogen, so each N-H bond dipole points from H towards N (towards the lone-pair side of the molecule). The lone pair's own dipole also points away from the three N-H bonds, in roughly the same direction as the resultant of the bond dipoles. Since the bond-dipole resultant and the lone-pair dipole point in the same general direction, they add up, giving a relatively large net dipole moment (μ ≈ 1.47 D).
