Oxidizing agents accept electrons (get reduced); reducing agents donate electrons (get oxidized) -- each brings about the opposite change in the other reactant.

Step 1 -- oxidizing agent (oxidant): On the electronic concept, an oxidizing agent is a substance that gains (accepts) electrons in a redox reaction, and is itself reduced in the process; by accepting electrons from another species, it causes that other species to be oxidized.

Example: Cl2(g) + 2e- -> 2Cl-(aq). Here Cl2 gains electrons and is reduced, acting as the oxidizing agent for whatever species donated those electrons.
