Meaning: Strategy is a comprehensive plan that defines how an organisation will achieve its long-term objectives while responding to competitors' actions and a changing environment (e.g. deciding to compete on low price, or on superior quality). Policy is a general statement that guides thinking and channels decision-making towards the objective, without being as sweeping or competition-specific as a strategy.
2. Scope: Strategy deals with the big picture — the overall direction a firm takes relative to competitors and the external environment. Policy deals with specific, recurring areas of decision-making (e.g. recruitment policy, credit policy), each narrower in scope than the firm's overall strategy.
3. Formulation level: Strategy is typically formulated at the top management level, since it concerns the organisation's overall competitive direction. Policies are framed at various levels — top as well as middle management — to guide decisions within their respective areas.
