China's commune system was a collectivised agricultural institution, formed to organise farming (not industry or services) on a cooperative basis.

As part of China's development strategy after 1949 (and especially under the "Great Leap Forward," 1958), the Chinese government organised its agricultural sector through a system of communes — large collective farming units in which land, labour, livestock, and tools were pooled together and worked collectively, rather than farmed by individual households. The aim was to mobilise large-scale rural labour for both agricultural and local industrial projects, achieve economies of scale, and distribute produce and resources communally.
