Land reforms sought to transfer land ownership to actual cultivators and remove the structural inequities of the colonial land system.

1. Abolition of intermediaries (Zamindari abolition) — the government abolished the zamindari and similar intermediary systems that had placed a layer of rent-collecting landlords between the state and the actual cultivator, bringing nearly 20 million cultivators into direct contact with the state and giving them ownership rights over the land they tilled.

2. Land ceiling — a maximum limit was fixed on the amount of land a family could legally own, with the stated aim of reducing the concentration of land ownership in a few hands; land in excess of the ceiling was meant to be acquired by the state and redistributed among landless and marginal farmers.

3. Tenancy reforms — laws were enacted to regulate the rent that tenants had to pay to landowners (preventing exploitative rents) and to give tenants greater security of tenure, protecting them from arbitrary eviction.

4. Consolidation of land holdings — measures were taken to consolidate fragmented and scattered plots of land belonging to the same farmer into a single holding, to make farming more efficient.
