India launched its landmark economic reforms (the New Economic Policy of 1991) in response to a severe balance-of-payments and fiscal crisis.

In 1991, India faced a severe economic crisis: foreign exchange reserves had fallen to a level barely sufficient to cover a few weeks of essential imports, the fiscal deficit was unsustainably high, and inflation was rising sharply.
