Globalisation was promoted through trade liberalisation, easier foreign investment norms, currency convertibility, and opening up more sectors of the economy to private/foreign participation.

As part of the New Economic Policy of 1991, the government undertook several deliberate measures to promote globalisation (closer integration of the Indian economy with the world economy):

  1. Reduction of import tariffs and removal of quantitative restrictions (QRs) — import duties on many goods were progressively lowered, and quotas/licences that had restricted the quantity of imports were steadily phased out, making it easier and cheaper to trade with the rest of the world.

  2. Liberalising Foreign Direct Investment (FDI) and Foreign Institutional Investment (FII) — the ceiling on foreign equity participation in Indian companies was raised in many sectors, and procedures for foreign investment were simplified, encouraging greater capital inflow.

  3. Making the rupee convertible — the rupee was made fully convertible on the current account (and partially on the capital account), meaning the exchange rate was increasingly determined by market forces of demand and supply of foreign exchange, rather than fixed by the government.

  4. Opening up more sectors for private and foreign participation — sectors earlier reserved for the public sector (telecom, insurance, aviation, etc.) were gradually opened to private domestic and foreign players.
