Management expands itself through Decentralisation.

Delegation lets one manager assign some of their work and authority to a subordinate, but it still stays within one superior–subordinate pair. Decentralisation is the systematic extension of this delegation to the lowest levels of management across the whole organisation. When authority is decentralised, lower and middle-level managers get real decision-making power over matters within their own area, instead of referring everything up to the top.
