Human capital is the stock of skill/education/health in people; India's main problems in forming it are resource constraints, inequitable access, and skill mismatch.

What is human capital? (2 marks): Human capital refers to the stock of knowledge, skills, abilities and good health embodied in individuals, which enhances their productive capacity and earning power. It is built up through investment in education, health, on-the-job training, migration, and access to information — much like physical capital is built up through investment in machinery, except human capital resides in people and cannot be separated from them.

Principal problems in capital formation (human capital) in India (4 marks):

1. Rising population pressure: A large and still-growing population strains the capacity of schools, colleges and health facilities to provide adequate quality education and healthcare to everyone, diluting per-person investment.

2. Brain drain: A significant number of India's highly skilled professionals (doctors, engineers, scientists) migrate abroad for better opportunities, meaning the country bears the cost of their education but does not always reap the full benefit of their productive contribution.

3. Inadequate and unequal access: Public spending on education and health as a share of GDP has historically remained low relative to developmental needs, and access to quality schooling/healthcare is unevenly distributed across states, rural-urban areas, income groups and gender.
