Economic planning is a structured, time-bound programme of targets; India's Five Year Plans pursued Growth, Modernisation, and Self-Reliance as long-term objectives (alongside Equity).

Economic planning refers to a process in which the government lays out, in advance, a detailed set of goals/targets to be achieved within a specified period, along with a plan for how the economy's available resources (capital, labour, raw materials) will be mobilised and allocated to realise those targets.

India's Five Year Plans were built around a consistent set of long-period objectives, of which three are:

  1. Economic Growth — A central and perhaps the most essential objective, aiming at a sustained increase in the economy's capacity to produce goods and services, reflected in rising GDP and per capita income over successive plan periods.
  2.
