Elements of Delegation
Think about the last time you asked someone to do something for you — maybe you asked a younger sibling to buy groceries while you finished homework. You didn't just say "get groceries." You probably told them what to buy (list of items), you gave them the authority to spend money from the kitchen drawer, and you expected them to come back with the correct things. That simple act contains the three core elements of delegation.
In management, delegation is the process by which a manager assigns work to a subordinate. But it is not simply dumping tasks. For delegation to work, three elements must be present together: Authority, Responsibility, and Accountability. These three form the backbone of every delegation relationship.
1. Authority — The Right to Decide
Authority is the formal power given to a person to make decisions, use resources, and give orders to others. When a manager delegates a task, they also delegate the authority needed to complete that task. Without authority, the subordinate cannot command resources or get cooperation from others.
For example, if a sales manager asks a team member to close a deal with a client, the manager must also give that team member the authority to offer discounts up to a certain limit. If no such authority is given, the subordinate will keep running back for approvals, and delegation fails.
Authority flows downward in an organisation — from top management to middle managers to supervisors. It is always limited by rules, policies, and the scope of the job.
2. Responsibility — The Obligation to Perform
Responsibility is the duty to carry out the assigned task. When a subordinate accepts a task, they take on the responsibility to complete it to the best of their ability. Responsibility is derived from the relationship between the superior and the subordinate — the superior assigns work, and the subordinate agrees to do it.
A key point: responsibility cannot be delegated further. If you are responsible for a task, you remain responsible even if you ask someone else to help you. The original person who accepted the task is still answerable for its completion.
Responsibility flows upward. A subordinate is responsible to their immediate superior. Unlike authority, responsibility cannot be passed on to someone else — it stays with the person who accepted the task.
3. Accountability — The Answerability for Results
Accountability is the obligation to answer for the final outcome of the delegated task. Once a subordinate accepts responsibility and is given authority, they become answerable to the superior for the results — whether good or bad.
Accountability cannot be escaped. If the task fails, the subordinate cannot blame others or say "I delegated it further." The superior holds the subordinate accountable. At the same time, the superior remains accountable to their own boss for the work done by their team.
A common confusion: accountability and responsibility are not the same. Responsibility is about performing the duty; accountability is about being answerable for the outcome. You can share responsibility with a team, but accountability is individual — each person is accountable for their own part.
How the Three Elements Work Together
These three elements are like the legs of a stool — all must be present for delegation to be effective. …
Delegation is built from three specific elements that a superior passes to a subordinate; decentralisation is a separate, organisation-wide principle about how widely authority is distributed, not a part of delegation itself. …
Decentralisation is NOT an element of delegation — the three true elements are authority, responsibility and accountability.
Delegation of authority has exactly three elements:
- Authority — the right of an individual to make decisions and command resources needed to perform a task.
- Responsibility — the obligation of the subordinate to properly complete the task assigned.
- Accountability — the subordinate being answerable for the final outcome, which can never itself be delegated further. …

- CBSE 2026Set ANNUAL1 markQ."Decentralization provides relief to top management." How?
›Reveal solutionSolution
Decentralisation relieves top management by delegating routine decision-making to lower levels, freeing the top to focus on important policy issues.
Decentralisation means the systematic delegation of authority to the lower levels of management, so that decisions are taken close to where the action is. When day-to-day and routine operational decisions are taken by middle and lower-level managers themselves, the top management is no longer burdened with them. As a result:
- The top executives get more time and energy to devote to crucial matters such as policy-making, long-term planning and strategic decisions.
- The pressure of routine work on the top is reduced. …
- CBSE 2026Set ANNUAL1 markQ.Why employee development is possible through delegation of authority?
›Reveal solutionSolution
Delegation develops employees because it forces them to exercise judgement, take decisions, and be accountable — exactly the practical experience that builds managerial skill.
How delegation of authority leads to employee development
- When authority is delegated, the subordinate is entrusted with real decision-making power over the delegated task, not just execution of fixed instructions.
- To discharge this authority responsibly, the subordinate must analyse situations, weigh alternatives and take decisions on their own — this hands-on exposure is the best training ground for developing managerial and leadership skills.
- Since the subordinate is also accountable for the outcome, delegation builds a sense of responsibility, initiative and self-confidence. …

Effective delegation requires responsibility to be matched with equal authority.
Delegation of authority involves three elements: Authority, Responsibility, and Accountability. Authority is the power to take decisions; Responsibility is the obligation to perform the assigned task. For delegation to be effective, there must be a balance — a subordinate can only be reasonably expected to deliver on a responsibility if they are also given the authority (power to spend budgets, direct people, take decisions) needed to do the job.

The element is Accountability.
Delegation has three elements:

- Responsibility — the obligation of a subordinate, once authority has been accepted, to properly complete the assigned task.

Authority, defined as the right to command, inherently flows downwards in an organisation from superiors to subordinates, enabling effective management.
In any organised structure, especially within a business or administrative setup, the concept of 'authority' is fundamental to how work gets done and decisions are made. Authority refers to the legitimate power vested in an individual by virtue of their position, allowing them to make decisions, give orders, and expect obedience from others. It is a crucial element for maintaining order, ensuring accountability, and achieving organisational goals.
Assertion (A): Authority flows downwards from superior to subordinate.
This statement highlights a core principle of organisational hierarchy. In a typical organisational chart, there are different levels of management, with superiors at higher levels and subordinates at lower levels. For an organisation to function effectively, those at higher levels must have the power to direct and guide those below them. This power, or authority, is delegated from the top management down through various layers to the operational level. This downward flow ensures a clear chain of command, where each individual knows who they report to and whose instructions they must follow. Without this clear flow, there would be confusion, duplication of effort, and a breakdown in discipline.
Reason (R): Authority is the right of an individual to command the subordinates and to take action within the scope of his position.
This statement provides a precise definition of authority. It clarifies that authority is not merely power, but a right that comes with a specific position. This right empowers an individual to issue commands to those working under them (subordinates) and to make decisions or take actions that are necessary to fulfil the responsibilities of their role. For example, a production manager has the authority to instruct workers on the factory floor, allocate resources, and make decisions regarding production schedules, all within the defined scope of their managerial position. This right is essential for a manager to effectively perform their duties and achieve departmental objectives. …

A key importance of delegation is that it relieves top management by passing routine work down to subordinates.
When a manager delegates authority and routine tasks to subordinates, the manager's own workload is reduced, leaving time and energy for policy, planning and other high-priority matters. This 'reduction of executives' workload' is commonly described as relief to top management.

Delegation has three inseparable elements: Authority, Responsibility and Accountability — so "all of the above" is correct.
Delegation is the process by which a superior gives some of their own work and the authority to do it to a subordinate, while still remaining answerable for the final outcome. This process necessarily involves three elements, always together:
- Authority — the right/power given to the subordinate to take decisions and use resources to complete the assigned task.
- Responsibility — the subordinate's obligation to properly perform the duty that has been assigned.
- Accountability — the subordinate remains answerable for the proper discharge of the duty, and the superior remains ultimately answerable to their own boss for the subordinate's performance (accountability can never itself be delegated). …
